Description:

Unveiled to the USSR 28th March 1977. Continuation of Kissinger's plans but extended.
Proposals:
Reduce strategic systems from 2400 to between 1800-2000
Reduce MRIV launchers from 1320 to 1100
Reduce modern ICBM's to 150 and launchers with MRIV's to 550
Ban development and testing of new ICBM's
Ban all types of cruise missiles with range above 2500km
Only heavy bombers can have air launched cruise missiles with a range of 600-2500km
Brezhnev rejected them. Feeling that detente was moving apart.
