The next morning, several prominent bureaucrats are discovered missing. Those missing were noted for their incompetence and corruption, so their passing was noted only to make the other bureaucrats more responsive to the people's needs. The autobiography of a H'sin-to crime lord, published in 1545, links the Black Leopards to the Screaming Demons, but no other mention is made.
