The Emancipation proclamation ¨freed the slaves¨ in the Confederacy. It was an executive order because it was not created by congress. It did not free the slaves in the border states however, because Lincoln could not afford to lose them. Lincoln hoped that by freeing the slaves many of them would run to the North and join the army to fight the Confederates.Added to timeline:
