Description:

Why plan?
- Fear of Japan post-war
- Pressure of allies to have a discussion on Indian demands --> majorly the USA
- using India for economic benefits post-war ****cash-cow***

Proposal:
- All Indian executive councils except GG and commander-in-chief
- Equal representation of Hindu and Muslim in the executive council
- Until the constitution not formed, working on the GOI Act 1935 as interim government
- Governor General to exercise veto on the advice of the ministers
- The foreign affairs portfolio would be transferred from the Governor-General to an Indian member
- The defense would be handled by a British general until the full transfer of power was made
- Representatives of different parties will submit different list for nomination to GG(for council)

#Muslim league opposed, wanted veto over discussion(2/3rd votes for disapproval)
# INC opposed saying this want to show congress as pro Hindu party
