- Muslim League should immediately support the movement
- League will cooperate with Congress in forming a provisional government at the center
- After the war, entire population of Muslim majority areas in North-west and North-east will do a plebiscite, whether to form form a sovereign state or not
- if partition - common defense, commerce, and communications; like division among joint family

- Jinnah rejected this and wanted Congress to accept 2 nation Theory also wanted only Muslim citizens to vote for a plebiscite, not the whole population, also opposed to the idea of common center
