Towards the end of the war germany was hoping to win as russia had pulled out of the war, and as a finishing blow enacted the 'michael offensive' but this failed and germany realised they could not win as there last three initiatives had failed and the german navy was on strike after this the german government called for an armistice and would later attend the Treaty of Versailles.
