- Expansion of the Viceroy's executive council with a majority of Indians
- after the war, a constituent assembly will be formed mainly of Indians for future constitution subject to fulfillment of the obligation of government regarding defense, minority rights, treaties with states, and All India Services ---> 1st time inherent rights of Indian to frame constitution was recognised
- No future constitution to be adopted without the consent of minorities --> partial veto
- Congress rejected the proposal with Nehru said "Dominion Status is dead as a doornail"
- Muslim league were happy with veto assurance(due to minority consent) ----> Partition only solution
