- Provided separate electorate to depressed class, Muslims, Women, Europeans, Sikhs, Indian Christians, Anglo-Indians, Depressed Class, and even Marathas for some seats in Bombay
- Direct implication to the policy of "divide and rule"
Provisions:
* provincial legislatures - seats distribution on communal basis
* existing seats in provincial legislature to be doubled
* Muslims, wherever they were in minority to be granted a weightage
* Except in NWFP, 3% seats to be reserved for women in all the provinces
* Depressed class to be awarded status of minority
* Depressed class to get "double votes"
