- Report was adopted at the All India party conference held in Lucknow in 1928

- Recommendation of Nehru report:

# no separate electorates, joint electorates with reservation to Muslims where they are in minority --> not in Punjab and Bengal
# linguistic provinces i.e distribution of provinces based on language
# 19 Fundamental rights, right to form unions, adult suffrage, right to free elementary education
# no state religion --> +ve concept of religion
# federal form of government
# Responsible government in the province and center
# Responses of various group
# Parliament at center to consist of 500 member House of Representative based on adult suffrage with term of 5-year
# Senate of 200 members with 7 year term
