The Second Continental Congress was a convention where 13 Colonies met in Pennsylvania. This meeting was called to manage the Colonial war effort and move towards independence. John Hancock from Massachusetts was elected president of the Congress. This Second Continental meeting was significant because they adopted the Declaration of Independence. This was a huge step in the American Revolution.
