Description:
Although the Emancipation Proclamation abolished slavery the states that were in rebellion, there were still many border states in which slavery was legal. Lincoln decided that this needed to be changed and thus came the 13th Amendment. The 13th Amendment stated that “Neither slavery nor involuntary servitude, except for a punishment for crime whereof the party shall have been duly convicted, shall exist in the United States”. It was then ratified at the end of 1865.
