Weaknesses:
- The Weimar Government had three serious weaknesses: their system of proportional representation, instability of coalition governments and Article 48 of the Weimar Constitution. Too many small, competing parties made it difficult for any party to gain a majority. All the parties came together to form a coalition government which kept breaking up. There were 20 different coalition governments from 1919-1933. The ambiguity of Article 38 made it easy for Hitler to exploit and seize power legally as they failed to specify what constituted a ‘time of emergency’.
