The Shenandoah Valley in Virginia was very close to DC, the Union capitol, making it an important place to hold. Confederate generals including Jackson led strategic attacks and were able to take over the valley. At this point in the war, the Confederacy was arguably "winning", and the Union needed to do something drastic.
