Description:
The 13th Amendment made slavery illegal everywhere in the United States. The ratification of the amendment happened 8 months after the end of the Civil War. Congress debated several different propositions for the amendment, one of which stated a need to prevent discrimination against blacks. When the amendment was ratified, southern Democrats hoped to restore stronger states rights as a means to preserve slavery at a state/local level. Slavery was finally officially abolished on December 6, 1865, when Georgia ratified the amendment.
