In this role, Schacht had full control of the German economy.
He helped reduce unemployment (even reaching full employment in 1936) thanks to a series of community chores (road, bridges building, and public work) and farmwork.
He also enforced tight control on the use of foreign currencies and on Germans taking money abroad.
Suspended all repayments of foreign debt and created multiple exchange rates to offer better currency prices to favored industries.
At this point, he believed that autarky and economic nationalism were not needed and thus started to build a trade network in eastern & central Europe.
