With the fall of the monarchy in Russia, the former symbols of Samoderzhavie (Tsarism, Autocracy) began to be abolished, but the white-blue-red flag continued to be used as the state color. A legal meeting held on 25 April 1917 proposed to leave the white-blue-red flag as the national flag. At the meeting of the Provisional Government held on 6 May 1917 the issue of the state emblem and the national flag was postponed until "resolution by the Constituent Assembly".

С падением в России монархии стали отменяться прежние символы Самодержавия, но бело-сине-красный флаг продолжал использоваться в качестве государственного. Юридическое совещание, состоявшееся 25 апреля 1917 года, предложило оставить в качестве национального бело-сине-красный флаг. На состоявшемся 6 мая 1917 года заседании Временного правительства вопрос о государственном гербе и национальном флаге был отложен до «разрешения Учредительным собранием».
