BERLIN, June 12. — With a unanimity that would be surprising in another country, the German press today made a discovery. It is that "an armaments race has started." Since almost every country but Germany is cited as participating, the obvious conclusion offered to Germans is that in a world racing to increase its armaments Germany cannot refrain from doing the same.
