I know this happened sometime in the mid 1980s, after a Supreme Court case. Apparently I'm searching the wrong things on Google, because I can't find anything more specific. But prior to this the only way to stop being a member of the church was to be excommunicated. I listened to a missionary speak on a podcast about how he spent his mission processing excommunications, not baptizing in the 70s.
