Description:

Date: January 1, 1863

One month after the Union victory in the Battle of Antietam, Lincoln issued a preliminary proclamation warning that in all states still in rebellion on January 1, 1863, he would declare their slaves as free people. This proclamation excluded the border slave states as well as all or three parts of Confederate states under the control of the Union Army on the grounds that these areas were not planning to rebel against the U.S.
