Description:
On June 10th, 1996 the Laramie Police Department received a complaint that Thomas C. Cruz was running around naked. After subduing Thomas, officers handcuffed his hands, and once he was kicking, applied a restraint to his hands, and finally attached the restraints together; effectively hog-tying him. Soon Cruz had blanched, and received CPR. Despite this effort Cruz was pronounced dead on arrival at the hospital. Ronald Cruz, the brother of Thomas Cruz, brought a suit to the officers.
