Description:

This order declared that "Kulaks and other anti-Soviet elements" were to be classified into two groups: Category I; to be subject to death from shooting, Category II, to be sent to gulags. By August 15, 1937, over 101,000 people were arrested. During this period, the pressure to meet arrest quotas was so intense that NKVD began picking names out of phonebooks and pressuring them to confess.
