jan 1, 2005 - According to "The Annual Homeless Assessment Report to Congress", the text states, "In 2005, with the goal of improving local estimates, HUD began requiring CoCs to conduct a count of sheltered and unsheltered homeless persons during the last week in January at least once every two years. HUD also began to set standards for these counts and to provide technical assistance on how to perform them."
