Description:
Issued by Lincoln on September 22, 1862. Said that if states in the South did not rejoin the union within 90 days, all slaves in the confederate states would be freed (but if they rejoined the union they would be exempt). Significant exemptions, like the border states. Also allowed black people to join the Union military.
