Description:
Although the U.S. promised that it would allow Cuba to be independent in the Teller Amendment, Congress added certain conditions to the withdrawal of U.S. troops from the island. The Platt Amendment of 1901 required Cuba to never sign a treaty with a foreign power that compromised on its independence, to allow for U.S. intervention with Cuban affairs so as to protect the island’s independence and enforce law and order, and to permit the construction of U.S. naval bases on the island with one permanent base in Guantanamo Bay. Cuban officials were unhappy with the amendment, but they had no choice if they wanted American troops to leave the island. Consequently, Cuban politics were very heavily influenced by the U.S., even though it was “independent” on paper.
