Description:
There was the issue of whether enslaved people should be counted as part of the population. Southern states with many slaves wished slaves to count towards population, while northern states with much less slaves did not want slaves to count for the population. In the end the 3/5ths compromise was made which said each 5 slaves counted as 3 people when making population counts for seats in the House of representatives.
