Description:
There was a debate on whether states with larger populations should have more votes in congress than states with a lower population. Smaller states supported the New Jersey plan which gave equal representation to all states, bigger states supported the Virginia Plan which would make seats in congress proportional to population. The Great compromise settled this issue by creating 2 houses of congress the Senate and the House of Representatives. In the senate each state would have 2 representatives, while in the house representation would be equivalent to population.
