The articles gave congress the powers to wage war, make treaties, send diplomatic representatives and borrow money. However, Congress did not have the power to collect or control taxes. It relied on borrowing money from states or state-imposed taxes. It also did not have the power to enforce laws. There were many problems with the articles, they were too weak and it was very hard for congress to raise money. But the articles did have 3 successes including winning the war, the Northwest ordinance and the Lands ordinance. The land ordinance was an ordinance that dictated the selling of western land. The Northwest ordinance was the process for creating more states.
