In 1828 South Carolina decided they would not obey the tariff of abominations because they viewed it as unconstitutional and according to the Nullification theory the state had the right to disobey federal law This led to the nullification crisis . The Webster Hayne Debate was a disagreement on the nature of the federal union according to the constitution, Webster strongly disbelieved in the idea that a state could disobey or leave the union. Jackson issued the Proclamation to the people of South Carolina when Calhoun and South Carolina nullified tariffs they did not want.
