Description:

Children were not required to go to school by law due to compulsory education law. By increasing the number of students enrolled at school, literacy rate increased to 90% of the population. children now started school at an earlier age with kindergarten. Tax supported public high schools crew and support, allowing public high schools to be more comprehensive.
