Description:
In a sharp departure from the American refusal to enter collective security agreements after WWI, the U.S. joined 11 European countries in a collective security pact in which an attack on one member was viewed as an attack on all. This set a new foreign policy of the U.S. of using collective security agreement to further it's military goals such as in Operation Desert Storm.
