Description:

Delaware, Maryland, Missouri, and Kentucky didn’t join the confederacy because of Union sentiment in the state and shrewd federal policy. Pro secessionists would attack Union troops and the Union army resorted to martial law when people in Maryland threatened the railroad to Washington. U.S troops in Missouri stopped the pro south from gaining control. The state legislature in Kentucky wanted to stay neutral and Lincoln respected this, waiting for the South to violate this before they moved in Federal troops. If the Union were to lose these states then it would weaken them by half.
