The CIO was very similar to the American Federation of labor in that it was a national umbrella program for many unions. However, the CIO kept the unions they protected separate, while the AFL combined their unions. By supporting unions as a bigger organization, it gave workers much more power when they went on strike, because they had the power to shut down whole plants.
