Was a method of planning economic growth over a limit of time

a. Met its goals only in the oil industry but did improve production.

b. There was an enormous cost of human suffering; Stalin justified that it was a necessity if the USSR was not crushed by its enemies.

c. Cheka and the OGPU, secret police forces, created to hunt down enemies of The Plan.

d. Failure of The Plan was always blamed on subversives and never on impractical goals.

e. Gulgas (forced labour camps) grew in number and would become a permanent fixture in Russian society.
