Salt 1 was to reduce all use of nuclear weapons and to set rules in case of a nuclear war.

The Agreement on the Prevention of the Nuclear War said that if nuclear war was imminent, both sides would make urgent consultations with each other to prevent it. This showed that both sides wanted to avoid nuclear war and it improved their relations as they were trying to come to agreements on what to do to avoid a war.
