850 single and multipurpose authorities were reduced to 86 local authorities—comprising 74 territorial local authorities and 12 regional councils. Henceforth, the job of elected councillors was to set policy and
monitor performance of the chief executive of the authority, as the elected council was
decoupled from the day-to-day management of the authority. Accountability instruments
were introduced
