The Local Government Act 2002 provides a strong mandate for local government to
promote community well-being, empower communities to participate in local government
decision making and encourage ‘whole-of-government’ collaboration in service delivery.

The Act requires councils to set, in consultation with citizens, financial strategies which include a statement of the local authority’s quantified limits on rates, rate increases and borrowing.
