After discussion over the Wilmot Proviso, Stephen Douglas and Henry Clay came up with the Compromise of 1850, which stopped all expansion of slavery while strengthening the Fugitive Slave Law, enforcing that runaway slaves in the North can be sent back to their masters if found. Because non-slave holders were now accountable for and had to participate in finding runway slaves, many citizens were unhappy with the advantage the Southerners got.Added to timeline:
