nov 15, 1920 - The free soviet of Gulyai- Polye was established in the middle of November, 1920, but it was not a fully developed institution, since as a completely new practical step of the workers it needed time and ex- perience. At this same time the Council of Revolutionary Insurgents drew up and published the "Fundamental Statutes of the Free Soviets" (Draft).
