- called for civil gov headed by executive council, which included civil governor general, with American majority (11 members, appointed by US pres)
- split PR into 7 districts (to get bipartisanship/ help republicans, which hurt federal bids for power)
- an elected house of delegates
- US federal laws apply in PR
- non-voting resident commissioner in US congress
- citizenship; made ppl citizens of puerto rico (and under US protection) unless wanted to remain citizens of spain
- Remove limits on how much land someoen could hold so US capitalists start accumulating holdings
- devaluated spanish peso relative to US dollar so no one had any buying power
