Description:

- Carroll Commission: tour island to make rec to washington; include section called what puerto rico expects from the US
- part of drive for legitimacy (figure out what PR wants and give it to them in a way that is expedient for the US)
- carroll said pr wanted not full indep but more liberal col gov w/ direct part in col state and modernize islands eco and gov system; wanted amer control leading to statehood
- also said they were cuacasian (RS, 2012)
- at the same time tycoon boyce said the jibaros were black and needed us intervention/ racial uplifting

3 problems with mun gov
- Mun appointments and spanish governor as master of destinities through appointments (so not rep)
- Mun appropriations included medical attention for poor but poor distrust town doctors who dont visit without pay; Structure of mun gov: hard in larger mun (and failed to talk about debt and not paying officials)
- SANITATION: said PR disregarded general sanitation, and threat of disease threaten us capital investments
