British Prime Minister HH Asquith's government falls Dec.5, 1916 - he was NOT in favor of a restoration of the land of Israel. On Dec 7, he is replaced by David Lloyd George (PM) and George appoints Arthur Balfour as British foreign secretary
Both George & Balfour WERE in favor of a Jewish homeland (someday) and both men now lifted into positions of authority in the British empire. And in the following year, this empire would be placed in a position of determining the future of the land of Israel.
"In the Jubilee the transference is a matter of law (Lev.25) It has to be recognized in some way by the reigning authorities. And so it was the British Empire, a reigning authority that issued the recognition."

The upcoming Jubilee of fruition in 1917 marked 50 years since 1867 (the Jubilee of seeds were planted) when ancient Jerusalem began its journey to restoration.
