Description:
Fiume, an area used by both Italy and Yugoslavia, was mostly comprised of Italian people. So, Mussolini invaded it and established control. The League did nothing to stop this because Italy was a permanent member of the Council, which needed a 100% agreement to do anything. So, only one country, Italy, would need to say "no" and it would be decided that the League would stay out of the issue.
