He gathers together "the chiefs of hundreds", the priests, and the Levites. He then puts into place and executes a plan to install Jehoash as king.
He has many men stationed at different locations with weapons in order to make sure the young king stayed safe. They then brought Jehoash out and anointed him in the Temple.
