Doctor Harold Turbott, then Medical Officer of Health, surveyed Waiapu County, a district on the North Island’s East Coast where Māori housing conditions were better than the norm. He found that 60% of the houses were overcrowded, “a large proportion” were dark, damp and not well ventilated, 50% had an unsafe water supply, 50% had such bad toilets that they were no better than a house without a toilet and 33% had no toilet”
