Description:
This conference focused on opposing the institutionalization of dependent and neglected children. This program promoted better treatment for children who needed more care and protection to those who did enter the system. In the US, following the 1910 White House Conference, there was a movement away from the historical preference for an institutional placement model to one of school-based services in segregated classes. The number of segregated classes increased significantly from 1910 to 1930.
