2. The Ordinance of 1787 established a government for the Northwest territory, outlined the process for admitting a new state to the Union, and guaranteed that newly created states would be equal to the original thirteen states.

3. The Ordinance was also the beginning of expanding the U.S. further into the land of North America which will later create disputes such as whether or not it was a free state.
