2. This was part of the Compromise of 1850 and required that slaves be returned to their owners and made the federal government responsible for finding, returning, and trying escaped slaves.

3. The Fugitive Slave Act made it more difficult for runaway slaves to escape as well as abolitionist trying to end the practice of slavery. Northerners, free slaves, and ex-slaves would attempt to help current slaves runaway to free states.
