In St. Louis, Missouri, a ring of distillers and federal officials were discovered in 1875 to have colluded in tax evasion. Those indicted in the scandal included many of President Grant’s appointees. The cartoon shows Ulysses S. Grant, as an acrobat, on a trapeze labeled “third term,” holding on to a “whiskey ring” and a “Navy ring,” with the strap “corruption” in his mouth, holding up other acrobats.
