The Chief Executive of Hong Kong, Carrie Lam, with the Executive Council, passed the Fugitive Offenders and Mutual Legal Assistance in Criminal Matters Legislation (Amendment) Bill 2019 and introduced it to the Legislative Council. She said the amendments was to deal with the Chan's case and to fill the gaps in the existing system. The Secretary for Security, John Lee, said that he had received more than 4400 suggestions. After consideration, the threshold for surrender of fugitive offenders was raised to deal only with offences with a maximum sentence of three years or more, and nine offences, many of which involve economic crimes, were removed from the list of surrender.
