The Hong Kong Bar Association issued its observations on the legislative amendments, arguing that the Hong Kong government's need not to excessively relax the Fugitive Offenders Ordinance and the Mutual Legal Assistance in Criminal Matters Ordinance to handle Chan's case. It could amend the Criminal Jurisdiction Ordinance to allow similar cases to be investigated and tried in Hong Kong. The submission also highlighted the public concern about the human rights record in Mainland China, and pointed out that the current legislative amendments arrangement could not ensure fugitive offenders would enjoy the same human rights as they could enjoy in Hong Kong after their transfer, and, thus, would tarnish the international image of Hong Kong.
